A cattle rancher in the Heppner area, Ray has served as district vice president on the board of directors, and as 1st vice president and president of the Oregon Cattlemen's Association. He is a past Umatilla National Forest advisory board member. He has also been on the board of directors and was membership chairman for the National Cattlemen's Association. He is former chairman and past director of Morrow County Livestock Growers. Ray was the 1964 Man of the Year and has served on the Heppner School Board and Heppner Soil Conservation District. He is the Oregon Cattlemen's Association legislative chairman, and is on the Umatilla National Forest advisory board. He has served two terms in the Oregon legislature and two terms as Morrow County Commissioner.
